On the 25th, Rep. Lee Soo-jin (Democratic Party of Korea, proportional) proposed a ‘partial amendment to the Basic Act on Disaster and Safety Management’ to support the rapid recovery of industrial and commercial facilities in case of disaster.

Rep. Lee said, “The current law stipulates relief for affected residents and support for restoration costs for residential buildings in relation to disaster damage recovery support. It is stipulated to provide support for,” he explained.

“Recently, due to record-breaking heavy rains, industrial and commercial facilities were flooded and suffered considerable damage, but only indirect support such as loans are stipulated for damage to these facilities, so direct support for facility recovery is required.” pointed out the problem.

In addition, he emphasized, “As disaster damage is getting serious due to abnormal weather, etc., it is necessary to prepare a support system for active recovery support for various damaged facilities and a quick return to daily life through this.”

In addition, he explained the background of the proposal for the ‘Basic Act on Disaster and Safety Management’, saying, “If this amendment is passed, it will be possible to support the rapid restoration of industrial and commercial facilities, greatly contributing to the stability of the livelihood of operators and workers.”

The proposed amendment stipulates that the contents of disaster damage recovery support include support for restoration business expenses even if industrial or commercial facilities are damaged (Article 66 (3) 8), and that it should be implemented from the date 3 months have passed since the promulgation. content.

On the other hand, Article 66 of the Framework Act on Disaster and Safety Management (Support for Disaster Areas, such as State Subsidies) Paragraph 3, Item 8 only stipulates ‘support for restoration project costs for damage to public facilities’, and damage caused by recent heavy rains. It was confirmed that industrial and commercial facilities were included, such as the area and the site of the Itaewon disaster.

The amendment was proposed by Rep. Sujin Lee as representative, and 12 members of the Democratic Party, including Minjeong Kang, Seonghwan Kim, Jungho Kim, Woongrae Noh, Hyungbae Min, Okju Song, Younghwan Oh, Wonsik Woo, Mihyang Yoon, Junbyeong Yoon, and Dongju Lee, co-sponsored the amendment.
